Post Road Resurfacing, North Kingstown, RI

The project consisted of resurfacing approximately one mile of Post Road in North Kingstown, East Greenwich, and Warwick, Rhode Island, from the East Greenwich town line to just southerly of the School Street intersection.  Caputo and Wick Ltd.’s design work included micro milling and removing existing bituminous pavement; installing new bituminous concrete overlay; adjusting utilities to grade; cleaning and flushing existing drainage pipes, catch basins, and drain manholes; replacing existing curbing, sidewalks, and guardrails; installing new pedestrian signals and traffic loop detectors and modifying traffic-signal controllers; removing and installing regulatory and warning signs; installing pavement markings; and maintaining and protecting traffic.  We additionally prepared a small-site SWPPP and environmental permit applications.  The project was on a fast-tracked schedule, and design was completed within a seven-month period.  The completed project at the School Street intersection is shown at left and at the Frenchtown Road intersection below, with the Hunt River visible in the left portion of the image. 

Prior to the resurfacing project, Caputo and Wick Ltd. designed a major reconstruction of this roadway segment, and a significant component of the project entailed comprehensive drainage designs.  Stormwater best management practices (BMPs) were carefully selected in recognition of the Hunt River’s designation as Outstanding Natural Resource Water, RIDEM Class A, and an EPA sole-source aquifer, the presence of wellhead protection zones for community water-supply wells (Town of North Kingstown and Kent County Water Authority), and the presence of a cold-water recreational fishery and potential anadromous fishery.  Stormwater-related work tasks included comprehensive drainage analyses, a Hunt River watershed flood study, pollutant loading analyses, wetland delineation, complete drainage designs for each subcatchment, floodplain compensation, wetland replication, erosion and sedimentation control design, preparation of plans and specifications, and application preparation for Section 404 wetlands permitting, Section 401 Water Quality Certification, and RIDEM Freshwater Wetlands permitting via an Application to Alter.
